Not a lot to say about this. Fill in whatever information you'd like to present to players and the audience. This information is public and shows up on the tournament page. Typically it would include details about the location, parking, dress code, hotels......
Premium setups have the option to add additional information they require the participants to read. It could be some key information, information about the use of illegal substances etc. It can also contain additional informtion in the form of external links.
At signup, the participants will have to confirm they have read it by pressing Continue. So all participants have to agree to the presented information in order to be able to sign up.
